Chairman/President of the African Council for Distance Education (ACDE). Presided over and supervised the daily management of the affairs of the continental body to which all open and distance learning institutions and organisations in Africa are registered. I also chaired the quarterly Executive Board meetings of the Council.

2009 to March 2011

Established the ACDE Quality Assurance & Accreditation Agency (QAAA) as a continental body to manage, monitor, accredit and audit quality and build capacity for quality assurance in ODL on the continent. The office is located in Nigeria and being hosted by the Nigerian government at NOUN. Acted as the founding Director.

Member and Facilitator, National Advisory Committee on Open and Distance Education. This is a body set up the Government to advise on the framework to manage and administer ODL in Nigeria.

  1. Secretary General & Chief Executive Officer, Association of African Universities, 1 December 2010 to date
    Duties Include: providing general supervision for the Secretariat which is the Permanent Executive Organ of the 268 member Association acting as the apex organisation for higher education and of universities in Africa established in 1967. The Secretary-General in addition to the day-to-day running of the Secretariat provides intellectual leadership and direction to the Association; represents the Association at various meetings of the African Union, African Ministers’ conference; various partners and funding agencies including UNESCO, World Bank, Carnegie Foundation, African Development Bank, African Capacity Building Foundation, Ford Foundation; make proposals to the Governing Board on how to develop and implement resource acquisition plans; presents detailed budget proposals each year to the Governing Board and provides a certified statement of the accounts of the previous year; manages the machinery to facilitate the interchange of students and teachers notably within Africa; facilitates co-operation between the member institutions of the Association; and develops the Association’s future programme of activities and strategic plan for approval by the Governing Board and the General Conference; convenes the biannual conference of Rectors Vice Chancellors and Presidents of member institutions and services the General Assembly which holds every four years.

    On assumption of duty and realising the need to fill the gap in constant networking with member institutions, I created at the AAU, for the first time, a Channel of communication and networking with all Vice Chancellors of African Universities through the:

  2. Vice Chancellor, National Open University of Nigeria, Lagos, 15 October, 2003 to 14 October, 2010.
    Duties included: Setting up the university at its Headquarters in Lagos; setting up the University Senate, regular Senior Staff management meeting, Induction and orientation courses and workshops for staff; establishing the Regional Training Institute for Research and Development in Open and Distance Learning (RETRIDAL) as a Centre of expertise in ODL for the West African Sub-region with assistance from the Commonwealth of Learning; In one year I have been able to put in place all the infrastructure necessary for the successful take-off of distance education programmes and running of a new university; admitted 32,400 students; organised orientation from 26 January to 14 February 2004, Registration of students 29 March to 24 April with the first semester commencing from 26 April; Held the inaugural meeting of the Board of RETRIDAL in September 2003 and the Regional Stakeholders Meeting from 6-7th May, 2004. The university now has 100,000 student population as at December 2009. We held our first Convocation ceremony on January 2009 graduating 450 students including the President of Federal Republic of Nigeria. By the time I completed my term as Vice Chancellor the University was ranked by the Webometric Global Ranking of Universities as the no 7 best university in Nigeria out of 117 Universities.
  3. National Coordinator/ Director-General, National Open University of Nigeria (NOUN) & National Open & Distance Learning Programmes, September 2001 to October, 2003

    Duties included: Seconded from the Open University of Hong Kong to re-establishing from the scratch the National Open University of Nigeria (NOUN) and setting up the National Open & Distance Learning Programmes (NODLP) including the National Infrastructural framework for technology delivery of instruction at a distance. Developed the Blueprint and implementation plan for the NOUN and the NODLP; Overseeing of the programme and curriculum development for both undergraduate and postgraduate studies of the NOUN; leadership in creative innovation of many new programmes relevant for the Nigerian society as it develops into the global contemporary community. In one year I have been able to put in place all the infrastructure necessary for the successful take-off of distance education programmes and running of a new university which has admitted 32,400 students.

  4. Director and Chair Professor, Centre for Research in Distance & Adult Learning, The Open University of Hong Kong. May 1997 to September, 2001.

    Duties included: Foundation Director, setting up the Centre and developing the research culture in the University in the area of distance and adult learning; the development and implementation of the Centre’s research and evaluation plan in consonance with, and to realise the University’s mission in distance and open leaning, research and international education; enhancing the initiatives of the University towards becoming a regional Centre of Excellence in distance and adult learning in Asia; developing and enhancing the open and distance learning research skills and knowledge of OUHK academic staff; to develop CRIDAL into a regional leader in research on open and distance learning; to direct, initiate and support academic staff research activities; to provide professional expertise in research methodology and data analysis; to coordinate all research, development and dissemination of research activities; developing research proposals for internal and external funding and to lead such projects when approved. Serve as Secretary, President’s Advisory Committee on Research and Development at OUHK; advising President of OUHK on open and distance learning matters especially those with international/global dimensions. Development and setting up of the electronic network for the Asia Association of Open Universities (AAOU). Membership of a number of University committees including Finance Committee, General Tenders Board. Manager of the East Asia regional node for the World Bank Global Distance Education Network. Represented the OUHK on the Commonwealth of Learning Knowledge Management Roundtable which recommended the Commonwealth Open Learning Interactive Network for Knowledge Sharing (COLINKS). As part of the community service, I am have consulted for the Commonwealth Secretariat, UNDP, The Commonwealth of Learning, Canada; and the World Bank. I am currently working with Cridal staff on the hosting of the first ever Conference on Research in Adult & Distance Learning in Asia scheduled for 21-24 June 2000

  5. Head, Research & Evaluation Unit, Distance Education Centre, University of Southern Queensland, Toowoomba, Australia. May 1991 to April 1997.

    Duties included: Founding Head, the development and implementation of the Centre’s research and evaluation plan in consonance with, and to realise, the University’s mission in distance education, research and international education; direct, initiate and support research activities; provide professional expertise in research methodology and data analysis; coordinate all research, development and dissemination of research activities; project leader for several research activities with several scholarly papers being published from them; plan and implement the periodic evaluation of External Units, Residential Schools, Telephone Tutorials, Teletapes, and audiographic conferencing within the distance education programme; collate, analyse and distribute results of the evaluations to appropriate organisations and individuals within the university; design and implement staff development programmes in research and evaluation; represent the Centre in several University and Community committees related to research and evaluation; and membership of the Director’s Consultative Committee and DEC Quality Assurance Committee, as well as Chair of the Centre’s Research Management Committee. A proportion of my time is also devoted instructional design responsibilities.

  6. Acted as Associate Director (Academic), Distance Education Centre, University of Southern Queensland, Toowoomba, Australia July - September 1992.

    Duties included: overall academic operations of the Centre including instructional design; relating with faculties and their Instructional Strategies and Policy Committee meetings; convening and chairing the Instructional design team’s fortnightly professional and policy meetings; overseeing the development and production of external unit materials and packages; provide leadership and advice to Heads of academic units in DEC; represent Director at University Academic Board meetings.

  7. Foundation Chair Professor of Science Education and Dean of Education, Faculty of Education, University of Abuja, FCT, Nigeria 1990-1991.

    Duties included: establishing from the scratch a Faculty of Education at a new Federal university; programme and curriculum development for both undergraduate and postgraduate studies; leadership in creative innovation in teacher education; leadership in teaching and research activities; Chair of the Faculty Academic Board and several committees including appointments & promotions, finance and general purpose committees; member of the University Senate and several sub-committees; responsible for the day-to-day running of the faculty, staff recruitment and appointment, student admission; part of the university team which established general policy guidelines and focus for the university and monitoring their implementation. It is on record that less than one year I was able to put in place all the necessary human and other resources necessary for the successful take off of and running of a new faculty. Wrote the proposal on which the establishment of the University’s Distance Learning Centre was based.

  8. Head, Science Education Section, Department of Education, Ahmadu Bello University, Zaria; August 1984 to 1990.

    Duties included: leadership in science education especially regarding teacher education for the primary and secondary level of education; initiated new courses including Research Colloquium (at the Ph.D level), Science and Society (at the Masters degree level) and Integrated Science (at the B.Sc level); rewriting from time to time of some of the courses taught at both the undergraduate and post graduate levels; provision of leadership in teaching, research activities in the department as well as the academic and administrative operations of Science Education; coordinated the science education degree programmes of five affiliated institutions; project leader for several research activities; major responsibility in teaching courses and supervision of postgraduate student research projects and theses for the Masters and PhD degrees; supervision of younger/new member of the science education staff; management of the science laboratory for science education; represented Faculty of Education at the Board of the Faculty of Science; Chief Examiner for the Science courses at the national Certificate in Education for all 15 affiliated Colleges to Ahmadu Bello University; participated, coordinated, and wrote some of the Long Vacation Term science education courses for in service teachers who took their degree courses through the external mode.

  9. Assistant Dean, Faculty of Education, Ahmadu Bello University, Zaria. October, 1983 to September, 1987.

    Duties included: Coordinated all the academic and administrative activities of undergraduate studies in a Faculty with over 3,500 students and about 300 academic and 179 non-academic staff; responsible for the overall administration regarding admission, timetabling and lecture room and other instructional resource allocations, matriculation, curriculum and course development for the main campus, 2 mini-campuses and two other Colleges of Education affiliated to the Faculty for their Bachelor of Education degrees; was on the Faculty’s appointment and promotions Committee, Curriculum Committee, Faculty Standing Committee, Admissions Committee, and Research Grant Committee; represented faculty in University Admissions Committee, Board of the Institute of Education, Board of Agriculture and Board of the School of Basic Studies; membership of University Senate and was on the Ad-hoc Committee which investigated the religious riot on campus in 1987/88; involved in student counselling; assisting the Dean in many other administrative and leadership duties.

    On a number of occasions when the Dean was away, I took responsibility for the overall academic and administrative duties of the Faculty of Education.

  11. Acted as Head of Department of Education, Ahmadu Bello University, Zaria; 7 - 12 July 1983; 13 August - 30 September 1984, and 28 January- 2 February 1985.

    Responsible for the day-to-day running of the Department of Education (the largest department at Ahmadu Bello University) with over 24 different degree programmes and about than half of the student and staff population in the Faculty of Education.

CO-ORGANIZER OF THE 1ST VIDEO-CONFERENCED GENERAL SESSION AT NARST 29 April, 2000

Co-organised the first ever Video-conferenced general session at NARST. It turned out that it was also the first video conference linkage for Radisson Hotel in New Orleans. The session discussed Scientific literacy: Contextual realities and postmodern controversies. The video conference involved a ,multi-point linkage with Malaysia, Hong Kong, South Africa and the conference site at Radisson Hotel, New Orleans, LA. Held from 10.30am to 12 noon on Saturday April 29 2000.

MAJOR STUDY FOR THE WORLD BANK AND COMMONWEALTH OF LEARNING, MAY 2000

Undertook a major study of international significance for the World Bank HQ, Washington, D.C and Commonwealth of Learning, Vancouver, Canada on ‘Using open and distance education methods in primary teacher education in Nigeria.’ The government of Nigeria will launch its Universal Basic Education scheme in 2000 and wishes to seek alternative routes to mass producing about 916,000 primary school teachers needed as full complement to the successful execution of the scheme. A Report (170pp), which contained suggestions and models for teacher education using open and distance education methods, was written after a four-month study and submitted to the World Bank, Commonwealth of Learning, and the Government of Nigeria.

THE UNIVERSITY OF SOUTHERN QUEENSLAND AWARD FOR EXCELLENCE IN RESEARCH

I am the recipient of the University of Southern Queensland 1995 Award for Excellence in Research.  This is a major and significant competitive award to an academic staff who has demonstrated excellence in research through: actual outcomes and developments during the past 12 months as well as the whole career of the nominee while a staff member at the University of Southern Queensland, the significance of the work, the quality of scholarship evidenced in the work, the degree of innovation inherent in the work, and the degree to which the research may stimulate further research effort either by the nominee or others.  Within a period of 12 months preceding the award, I had worked towards 16 refereed journal articles, 3 chapters in a book, 18 conference presentations, and won 5 major research grants

GUEST EDITORSHIP OF FID REVIEW

INITIATING AND LAUNCHING AN ELECTRONIC JOURNAL

The need to establish a specialised journal dedicated to instructional science and technology has arisen from the wealth of experience I have accumulated from being a Listowner and moderator of three electronic discussion groups: ONCAMPUS-L, RESODLAA-L, & NIAJEDUC-L.. In addition I successfully ran two electronic conferences as follows: From October 1993 to January 1994 an Oncampus electronic conference was held at the University of Southern Queensland to promote campus-wide dialogue on instructional design and its contribution to the development of distance education study materials. A second conference was held on RESODLAA-L on the topic 'Instructional Design in Distance and Open Education' from 2 September  - 7 October 1994. As a result I was invited with one of my colleagues to initiate and launch an electronic journal in instructional science and technology as a forum to disseminate, free from the usual delays and complicated review processes associated with print journals. The journal has been launched and can be accessed via World Wide Web site at URL : http//cwis.usq.edu.au/electpub/e-jist/  The maiden issue was published in October 1995.

DEVELOPING A RESEARCH CULTURE AND RAISING THE RESEARCH PROFILE AT THE USQ DISTANCE EDUCATION CENTRE

I accepted the position of Head, Research and Evaluation Unit at the University of Southern Queensland Distance Education Centre in 1991 as a challenge at a time when there was no focus on research and no such unit in existence. Within four years I was successful in developing a strong research culture at the Centre and established a research focus on instructional science and technology. This has now formed the central core of instructional design for distance education materials. A testimony to this excellent achievement is listing of our research in Distance Education and Open Learning and Instructional Science and Technology under projects & outcomes of national and international significance in the recent University of Southern Queensland’s Research profile.

INVITATION TO SPEAK AT THE AFRICAN SCIENCE AND TECHNOLOGY EDUCATION CONFERENCE.

A continental conference funded by Rokefeller Foundation, to review the practice, policy and priorities of science and technology education in Africa held in December 1995 at Durban South Africa. I was invited among 14 distinguished scientists and science educators who contributed papers focusing on the debate of the conference. I presented a major paper on “The knowledge base for learning in science and technology education”.

FELLOWSHIP AWARD BY THE NIGERIAN SCIENCE TEACHERS ASSOCIATION

In recognition for excellence in research and scholarship bearing direct significant contributions to international science education in general and especially science education in Nigeria and Africa, the Science Teachers Association of Nigeria (STAN) has awarded me the highest honour of the Association by being admitted as a Fellow of the Association in 1995.
